Delete a tag

Marks a tag as deleted (soft delete).

Behavior: The tag can no longer be retrieved or listed but may remain in the database for audit purposes.

Requirements: Requires WRITE access to the repository.

Returns:

• 404 Not Found if the tag doesn’t exist or is already deleted
• 503 Service Unavailable if Git sync is in progress
• 204 No Content on successful deletion
