Create a tag

Creates a new tag pointing to a specific commit.

Parameters:

• name (required)
• commit_id (required)
• description (optional)

Validation: Tag names must be unique within the repository.

Requirements: Requires WRITE access.

Returns:

• 409 Conflict if a tag with the same name exists
• 503 Service Unavailable if Git sync is in progress
• 201 Created with the tag ID on success
